The government has revealed plans to reclaim 45 hectares of land from Uthuru Thila Falhu (UTF) for the construction of a rehabilitation center and a central prison complex. This announcement is part of a broader initiative to implement projects under the state's economic policies, aligned with the Tourism Act, benefiting the country at large.

The government has identified 25 key projects, alongside the necessary minimum funding for each. Among these, the reclamation of land in Uthuru Thila Falhu, or Giraavaru Uthuru Falhu, is a major focus. The required funding for these four critical projects totals at least USD 55 million (MVR 848 million). The breakdown of these projects includes:

  • Reclamation of 15 hectares of land for the Hope Island rehabilitation program: USD 10 million (MVR 154 million)

  • Development of Hope Island: USD 15 million (MVR 231 million)

  • Reclamation of 30 hectares of land for the Central Prison Complex: USD 15 million (MVR 231 million)

  • Development of the Central Prison Complex: USD 15 million (MVR 231 million)

Hope Island is intended to serve as a facility for rehabilitating juvenile offenders or at-risk youth.

In the past, the government had planned a large agricultural project on UTF land, but this was relocated to Rasmale' in late 2024.

Other significant projects include the development of airports on thirteen islands, with a minimum funding requirement of USD 5 million (MVR 77 million). Similarly, reclamation projects for Rasmale' and Gulhi Falhu, along with a social housing initiative, are projected to need USD 5 million (MVR 77 million).

One additional project, aimed at protecting the sovereignty and independence of the Maldives, lists a minimum funding of USD 15 million (MVR 231 million), although no further details have been provided.

Lastly, the largest funding requirement is for a High Performance Centre, which is expected to cost at least USD 20 million (MVR 308 million). The location for this center has not yet been disclosed.
