Proposed amendments to Decentralization Act face opposition from 80 Councils

So far, 80 councils have released statements opposing the amendments to the Decentralization Act proposed by President Dr. Mohamed Muizzu's administration, which limit the authority given to councils.


On August 6, the People’s Majlis approved the amendments to the Decentralization Act that restrict councils' powers to conduct business, lease properties, implement development projects, and hire personnel.


Despite the bill's passage by the People’s Majlis, where the ruling People’s National Congress (PNC) has a supermajority, Muizzu has not ratified it yet. The president has a period of 15 days to either approve the bill or send it back to the parliament. Should he fail to approve it within this timeframe, the legislation will automatically be enacted.


Among the councils that released statements highlighting significant concerns about the bill are HDh. Kulhudhuffushi City Council, GDh. Thinadhoo Council, Mayor Ali Nizar of Addu City, and Mayor Adam Azim of Malé City. The Local Council Association has issued a statement opposing the bill.


In their statements against the amendments suggested in the Decentralization bill, the councils asserted that the government intends to dismantle the decentralized system via a strategic plan. They further asserted that these actions aim to obstruct councils and impoverish the island inhabitants.


The statements also characterized these amendments as a direct challenge to the democratic hopes of all Maldivian citizens and a misleading effort to gradually take power away from the island communities.
