The Planning Ministry has declared changes to the land use plan for K. Giravaru lagoon, officially revising the version that was published on October 15, 2024.

The updated plan, released on Monday, details color-coded zones, which include regions set aside for commercial purposes, community services, educational institutions, healthcare facilities, utilities, green spaces, and industrial operations.

The government had earlier indicated that a new land use plan was needed since the prior land allocation in Giravaru lacked sufficient space for crucial services.

The revised plan has now been completed and released to the public.

On November 25, 2025, President Dr. Mohamed Muizzu announced that dredging of the Giravaru lagoon and the third phase of Hulhumale' is anticipated to start in the upcoming three months. He mentioned that the identical two dredgers utilized for Hulhumale' Phase III will be employed for the Giravaru project.

Under the prior administration's Binnveriya plan, 2,000 plots were first developed. The existing government subsequently chose to assign the leftover land to Gulhifalhu and initiated applications on April 7, 2024.

A total of 2,210 individuals submitted applications for land transfer to Gulhifalhu, and a lottery was held in June to select the recipients.
